Coagula is a bitmap to sound converter. The free Lite version 1.666 can be downloaded  here
It can import an existing picture (JPEG - GIF - BMP) and so far only saves as BMP.
But it also has graphic functions to create a new picture from scratch :
The graphic toolbar

b   Move with wrap
c   Zoom and Rotate
d   Skew
The Brush functions

Brush size can be adjusted by dragging in the Shape box
Presets A and B are saved.
